Is the amount sufficient?

The first step will be finding the bank. You need to find a German bank that suits your requirement such as location, services, number of ATMs, opening hours, working days, internet banking facility etc. After this you will have to find information on blocked account on the official website of the bank. The bank posts all the information about their services on their website. Mostly banks have separate department for international students which helps to expedite the process.
Usually the process is online. You are given an online form and you are required to fill it with right information. There will be forms for different age groups. Select your correct age group and proceed. They ask you to take a print of the form and put your signature on it. Along with signed form they ask for a passport photocopy. This should be certified by the German embassies. After you have managed and compiled the requisite documents, you are now commanded to send it via mail and post to the bank address.
The bank after receiving your mail opens your account in the most nearby office of their bank, near to your stated residence.
